With the rapid development of mobile communication, the popularization of smart phones and the sharp increase of GPRS, the mobile network loads are becoming heavier, but the corresponding income is not going proportionally. One of the reasons is that massive online services in the network send a small amount of data. Instant Message Service is one of the examples. In such conditions, for the operator there are some new demands in network optimization and plan. This paper focuses on the characteristics of Instant Message Service, building up the resource-consumption model of Instant Message Service, and providing the end-to-end optimization recommendations.Firstly, this article introduces the development of instant-message service and the status of mobile network, analyses the traffic distribution in the mobile network of China Unicom, and does some research and analysis on the processes of GPRS.Secondly, the paper introduces the IM single user test in the laboratory and the multiple user test in the real network. And the paper analyses the experimental data, based on which it concludes the user characteristics and resource consumption model of IM service. The paper proposes the construction of China Unicorn’s IM service evaluation system based on DPI, and studies the optimization of RRC-state transition.Finally, the article does some analysis of the effects of the parameters on the RRC states transitions. And the paper concludes the recommended value of some parameters both on UTRAN and CN, an intelligent RRC states transitions scheme.
