Fiber optical communication is a method of communication that modulates several kinds of signal on the optical carrier; so that the optical fiber will be seen as a medium for carrying information. Because of many outstanding advantages, fiber optical communication has become the main transmission way and basic technology of communication in the information age.IP data service has increased dramatically and traffic forms gradually become diversification, it brings huge pressure to the existing network. It has been recognized by telecommunication operators that existing communication network and traffic transport method need to be designed and optimized. But it cannot finish through the artificial method to plan or optimize the network, which requires a planning and optimization software in optical network to achieve this task.Research of this paper mainly about the technology background of the planning software in multi-layer multi-domain optical network and a network model, and introduce the structure of the network planning software based on the model. The planning software is used in the situation that current network tends to larger and more complex. And there is description of the GUI which uses the Java language.Network survivability is a big concern in large-capacity and high-speed optical networks. In this kind of networks, a single network element failure such as a fiber cut causes a huge amount of data loss, which would largely degrade or even disrupt network services. Thus, effective fault protection and restoration mechanisms should be incorporated in to provide a high level of service survivability against different types of network failures.With ever-increasing transmission capacity of the optical network and its wider deployment, optical transport networks become complicated, geographically distributed. A network element fault may appear at any time, at any place and at any type with alarms influx into fault management systems.The relationship between the alarms and fault becomes uncertain and there is no deterministic value describing the uncertainty. A novel fuzzy clustering algorithm is proposed to fulfill fault localization in the optical transport network. The accuracy of the proposed fuzzy clustering algorithm is verified through simulation. Its fault localization accuracy exceeds70%for various multiple fault scenarios.
