In recent years, the research found that spectrum utilization rate of fixed spectrumallocation method based on the authorization in modern wireless communicationnetwork was extremely low, only5%~10%, but some authorized bands (such asmobile phone communication frequency), because of competition, were crowded. Onthe one hand because of the large size of the increase of mobile users and theexplosion of voice and data business growth; on the other hand the network operators’fierce competitions, the problem of shortage of spectrum resources become more andmore serious. Therefore, making the existing spectrum resources reasonableallocation and improving the spectrum utilization rate were the effective method tosolve problem. In order to solve this problem, many researchers and scholars had putforward many strategies, such as dynamic spectrum sharing algorithm and dynamicchannel allocation algorithms in cellular mobile communication system. However,these algorithms had limitations and defects, so there were many problems worthstudying in this field. In order to improve the spectrum utilization, this paper putsforward two strategies.In modern wireless communication network, in case without affectingprimary(licensed) user’s services, mobile phone users (secondary users) can useother the low utilization’s spectrum of the licensed bands with a certain strategy toimprove spectrum utilization rate, which is dynamic spectrum access(DSA) based oncognitive radio networks. On the basis of pervious work the paper presents a schemewhich combines the handover guard channel with queuing for the new arrivalsecondary users. A reserved channel strategy for handover secondary users ispresented to reduce their forced termination probability. Moreover, queuing strategywas adopted to restrain secondary user’s blockage deterioration caused by reservingchannel scheme. In cellular mobile network based on fixed spectrum allocation method authorized,the paper makes a further study on the movable boundary protection channel method.The new call users can use the guard channel reserved for the handoff call users witha certain probability when the handoff call dropping rate is less than a threshold; thescheme also takes into account the priority of different data types, and only when thedata packets in high-priority data queue are empty, the data packets in general dataqueue can be transmitted.Finally, using the knowledge of stochastic process and queuing theory, thetwo-dimensional and multi-dimensional Markov chain model were analyzed in detail.Results prove the strategy properly reduces overall system failure rate and enhancesspectrum utilization rate.
