Design And Implementation Of Information Work Platform For Discipline Inspection And Supervision

In 2006,the Central Commission for Discipline Inspection,the Ministry of Supervision and other departments jointly issued "notice about carrying out the electronic surveillance of administrative examination and approval".The construction of electronic surveillance system was carried out gradually all over the country.In the practice of establishing a sound system of punishment and prevention,electronic surveillance has become an important anti-corruption measure.Many departments around the country use the "system + technology" method to prevent the corruption.This makes substantial innovation in three aspects,i.e.,the power settings,power execution and power supervision.It also strengthens the supervision of power and enhances the executive power of disciplines,which has achieved promising results.In this work,we designed our system through reviewing and normalizing the discipline inspection business of Shunyi District.We tried to establish several systems,including a basic framework for the informational work platform of discipline inspection of Shunyi District,a monitoring subsystem for important businesses,a decision-making subsystem for integrity risk analysis,a video surveillance subsystem,a monitoring data center,service interfaces and a data connection system with the city inspection system.These modules can help to promote the establishment of clean,efficient,open and transparent government environment.The system is based on JavaEE,using browser/server architecture,client/server architecture.The interface is designed using JSP/Servlet technique.It implements data-service-oriented applications interface components development and interface design using SOA techniques.It establishes interface standards by XML security techniques integrating with PKI techniques.The system uses WEB Service to integrate system applications.In system implementation,we design the architecture and the kernel of the system to maximize the reusability.We fulfill the customization and management of reports by reporting-techniques,thus providing high-performance and efficient reporting solutions.We use a component-model-based system kernel structure to segment the business processing procedure,and to divide the system into a number of common components and a number of business functional components.The system will be based on the construction of the discipline inspection and supervision information platform(Corrupting risk controlling system for districts and counties)covering of the whole Shunyi District.It uses electronic monitoring as a technical mean.It will highlight the supervision and inspection of main party leaders themselves to building a clean government and supervise their administration process.It implements the policy that combining both "people" and "things" factors in inspection work of discipline inspection and supervision department.It helps to achieve "build airport economic zone,build the world's airports city"--the overall goal of Shunyi District and create a positive environment for the community development.
