Publishing is the central part of cultural industry. It has twofoldnature of culture and economy as cultural industry. As an essential part ofnational economy, It shoulders the mission of creating values,accumulating wealth and increasing employment and therefore plays avery important part in the development of economy and society. As itscultural nature, It has a great weight of accumulating culture andtransmitting civilization.In recent years, our national publishing industry has been increasingrapidly, meanwhile it also faces many challenges: the existing painresulted from reform of system, the attack from development oftechnology and other popular media, the over-pouring of increasingrapidly from opening-up and so on. These need us understand theChina’s publishing industry situation on the international,The existinggap with the publishing power countries, but also need realize ouradvantage, and learn from others, as soon as possible come true a realshift for the publishing industry powerhouse.On the basis of providing an overview of research background andits significance, elaborates the theoretic basis of competitive power ofpublishing. It comprehensively applies the theories and methodology ofeconomics and administration to analyze the present situation in ournational publishing industry and comes to a conclusion that our national publishing on the whole undeveloped,which brings about the problem ofcompetitive power in this industry. Benefiting from the research fromsome theory,grey system constructing the assessment model,to measureand evaluate the competitive power of the publishing industry in ourcountry. As a result, its competitive power in a weak position. Afteranalysis of the affecting factors in the competitive power, it can beconcluded that the major reasons why our competitive power is inferiorare as following, lack of professionals,of the ability of research anddevelopment and of infrastructural facilities, the weak ability in theoperation and management of the enterprises,the lower development inthe concerned industry, such as education and information, theinsufficient support from the government,the need of further abstractrationalizing and bettering in system and mechanism,etc. In addition, italso connected with other factors.for example, weak economicfoundation, lower capital incomes,the inferior competitive power in theexport of copyright to books, limited ability of expanding theinternational markets. Based on the previous analysis,it comes up withseveral strategies and suggestions to enhance the competitive power inour national publishing industry.
