Measurement is a means to achieve unified unit and transfer the value. It is characterized byaccurate data as the basis, in the operating process to ensure every link should strictly comply withrules and regulations. Grasp the metering, correct and efficient implementation of activitymeasurement, is the primary task of the metrological management. The70’s in last century, Europeand the United States and other countries began using the metering management system, relying onthe advanced computer technology, information technology and network technology, and they haveestablished a mature system. The late nineteen eighties, our measurement management systemgradually started building and application. In the measurement of " national defense science andtechnology industry fifteen " project planning and implementation, measurement managementsystem was listed as key information network construction, and it has achieved good results.Based on related instructions and guidance documents of the measurement management:"measures law of the people’s Republic of China "," national defense metrology metrologicalsupervision management Interim Provisions ", and " national defense science and technologyindustrial metrology supervision implementation measures "," national defense science andtechnology industrial metrology personnel management approach "," the national defense scienceand technology industry standard instruments of measurement management approach "," thenational defense science and technology industry special test equipment measuring managementapproach " and other supporting regulations and related quality system documentation requirements,has studied our country metric job execution measures, analyses the design of AVIC Shenyangengine test measurement center (hereinafter referred to as the center of measurement test) for along time metering management way and method of the experience and disadvantages, design andthe measurement information management system development.AVIC Shenyang engine design and research institute is a technical support department tosupply standardization, metrology and quality supervision, and the subordinate test andmeasurement center is mainly responsible for establishing value transfer the highest standards ofmeasurement and weight, perform periodic verification, calibration and test work. Because thecalibration workload continues to increase, original management mode of the test center for measurement cannot meet the needs of today, and the highlights are: low work efficiency, and poorquality control, larger labor cost, poor statistics and data acquisition.Aiming at these problems, this paper based on the workflow technology, the process will bethe traditional paper media operation to the computer running, refining center measuring eachfunction department functions, and hierarchical management to its authority, in accordance with themetrological management system to strictly control the file transfer. Finally we realizes themeasurement information management system based on computer network, providing theinformation automation management mode for the measurement test center, which replaced thetraditional manual management system.This system mainly uses C/S framework, and VB.NET is chosen as the programming language,the use of ADO technology to achieve access to the Microsoft Access2003database andmaintenance. The whole system is divided into the receiving and dispatching management,department management, financial management, integrated query and system management modules.Sending and receiving management module is responsible for standardization management centermeasuring internal measurement equipment transfer. Department management module isresponsible for equipment of internal measurement management departments. Financialmanagement module is responsible for the submission of customer inquiry and confirmation ofpayment. General query module responsible for the realization of the instrument, the userinformation such as the query. System management module mainly includes the operatormanagement, log management, database backup, database recovery, permission group managementand other functions.At present, the measurement information management system has been successfully developedand put into operation, and can basically satisfy the measurement test center daily work. As provedby the stable operation for several months, the system operates well, effectively improving thequality and efficiency of work. Results indicated that this system still has some work to beexpanded and refined, and we will gradually realize the training management personnel of themeasurement, the development of new measurement standards declaration management module inthe future.
