With the development of society, science and technology, there exists more and moreintense competition in the telecommunications market. In order to improve customersatisfaction and loyalty, telecom operators not only need to provide a variety of high-quality,convenient and innovative services for users to improve customer perception, but also needto generate these services rapidly to meet newly added users’ needs. In addition, a largenumber of users want to customize and control some services they need. Intelligent networkis constructed for realizing users’needs. Intelligent network is a kind of architecture buildingon a variety of communication networks such as telephone network, integrated servicesdigital network and mobile communication network, providing value-added services forthem, so it’s an additional network based on them, the biggest character of intelligentnetwork is to separate the functions of control and exchange.Currently there are the following problems in the process of constructing mobileintelligent network.(1)Lack of long-term unified planning, frequent emergency expansion, and lack ofaccurate prediction on the future development of services and the number of users whileconstructing mobile intelligent network.(2)Lack of a reasonable traffic model to describe services in intelligent network.Construction department can’t give a precise judgment on the number of network elementsand expansion capacity because the principle and method are not clear enough.(3)Some provinces have a poor advanced nature. There is no guarantee oneffectiveness and persistence without advanced equipment and technology, so the networkmaybe has the danger of replacing all equipment.(4)Some provinces have a poor openness. Different manufacturers can’t interwork todevelop intelligent network elements without same open standards, so it’s not conducive tointroduce a second factory forming competition for reducing costs. When the networks needto develop new services or upgrade functions, the high cost of equipment and long period oftransformation will prevent the future development. (5)Some provinces have a poor consideration on the maintainability of intelligentnetwork. The network can’t monitor system call volume and capacity utilization rate becauseof low system network management capabilities, in addition manual intervention on thecounting of users’number and traffic can’t provide effective support for expansion.This paper mainly aimed at solving the problems of construction in intelligent network,we put forward detailed ideas and solutions for the construction of mobile intelligentnetwork through the research on network structure, major technical standards and keytechnologies. In this paper, the main research content includes: service prediction,construction scale, construction principles of network elements (SCP, SMP, SSP, IP, SMAP,VC), calculation of capacity, configuration, organization of signaling network, telephonenetwork and data network, service trigger mode, service charge, SCCP addressing, signalingpoint coding, IP address, numbering plan, network management system, and synchronousmode. Finally, the advantages and disadvantages of intelligent network technologies andservices are analyzed, the future development trend is prospected.This study provides idea and method for mobile intelligent network construction.
