The past 10 years, mobile communication has made rapid development. The global mobile communications network scale and user scale has increased. GSM system offers rich and multiplex services, and it can support most low-speed data communications services which were provided by the land telecommunications network. But the increasingly fierce competition in the market lead new challenges to the mobile operators Rely solely on the network size and basic service to excavation market potential have lost a competitive edge. Telecom operators is eager to seek new profit growth point through new business in the traditional voice business tends to saturation circumstances, by reducing network operating and maintenance costs to improve their competitiveness and gain more profits. How to make full use of existing network resources and create higher profits has become the widespread concern subject of operators.Mobile Intelligent Network is on the basis of increasing gradually intelligent network-related functional modules such as SCP(Service Control Point), SSP(Service Switching Point), SMP (Service Management Point), SMAP (Service Management Access Point), SCE (Service Creation Environment), SDP (Service Data Point), on the existing GSM or CDMA mobile networks, and it separated exchange operational functions from the traditional control functions, to make the network can generate and realization of new business quickly and efficiently. The emergence of intelligent network change the mobile network from simply imparts and exchange of information gradually to the intelligent direction which storage and processing of information. The emergence of intelligent network can shorten the cycle in which a new service completes its definition to the final use for one-fifth of the original.Now, China has the most GSM mobile users in the world.GSM system offers a lot of convenience, but it also brings a lot of trouble. Users are always puzzled when they meet the phone which they don't want. In this paper, we developed a new operation in the intelligent network, with this operation users can reject the phone which they don't want friendly. In this paper, firstly, we introduce the GSM mobile communications systems and intelligent network principles, characteristics, development, and then introduce the call connection signaling flow of the rejecting coming call service, and the emulation of the signaling flow, and afterward design the access manner of the rejecting calls service. Finally, we make a feasibility analysiswith rejecting calls business on market and technical aspects.
