A Design And Implementation Of The Internal Control System Of Hunan Province Social Insurance

At present, the internal control of Hunan province social insurance agency is used mainly in the combination of the "same examination" and "superior examination" by manual inspection afterwards to check various business’original documents and units’real materials. Thus can not entirely realize monitoring by tracking and controlling the data generating process. That the absence of the internal control supervision system in the social insurance information system has not adapted to the social insurance fund security management is becoming more and more strict requirements so the author took the endowment insurance management center of Hunan provincial government departments as an example, and established a "scientific management, standardized operation, powerful monitoring, strict evaluation" information system through the mechanism analysis and the system improvement of the internal control of Hunan province social insurance information system.Being with the present situation of agencies’social insurance information system and the internal control demand, and according to the actual situation in Hunan province social insurance work, this paper identified the current problems and flaws of the social insurance information system and seized the internal control points through the analysis of the social insurance business segments. It has realizes the "one case with double-post and double-careful" internal control requirements from the source by increasing preliminary and review examination procedures.The author made up the architecture design, data structure design, system framework design, internal control process design, function module design and system application test in the software system development by the content research and the demand analysis, and achieved the desired results.The main content of this paper is divided into five parts:the first part mainly introduces the research background and significance, the second part introduces the internal control theories, the third part describes the current situation of the system operation as well as the demand analysis of the internal control, the fourth part is the design and application of the social insurance internal control system, the fifth part is the application test of the system realization.
