Fixed-Mobile Convergence (FMC) aims to enable user to get the same service experiencethrough different access networks. In order to achieve the convergence of fixed and mobilenetworks, the solutions such as UMA, Femtocell and IMS are proposed. But, the FMC promoted bytelecom operators has its natural disadvantages, that is, the user can only have a free choice amongthe networks which belong to the operator he/she has subscribed to. Though there are lots ofnetworks in the user’s area, the user cannot choose them. Although user can choose to buy theservices from multiple operators, it will increase the cost and lead the user into trouble, such asmultiple user identities, multiple network bills and so on.In order to address the shortcomings of the current FMC, a customer-cenric based FMC modelis proposed. This model is customer-centric and separates the AAA operation from the networkoperator, so that the user can choose the network freely. Then the AAA of the new model has a largedifference with the AAA of traditional convergence and this produces new AAA signaling flow. Thesignalling interfaces are defined for the model. Then based on the extension of Diameter protocol, adetailed description of the new signaling flow is given. After that, based on the open sourcefreeDiameter protocol stack, the new signaling flows are implemented.At last, the paper concludes with a summary of the work and research, and looks ahead into thefuture research.
