Public cloud computing platform consists of hardware infrastructures, software, databases, and cloud services interfaces for external customers to make use of the public cloud services. On cloud computing platforms, dispatching of cloud computing requests and cloud resource management are very important parts, which depend significantly on the algorithms of dispatching and cloud resource management.In SaaS and PaaS, the two cloud computing models, cloud users tend to possess their own priorities. Different levels of cloud users have different requirements for the quality of cloud services. It is an essential issue for us to keep cloud requests in each priority satisfied with its corresponding QoS during the commercialization process of public cloud computing.Therefore, at first, the architectures of Public Cloud Computing Platform (PCCP) are introduced in this article, and then all components of PCCP are shown in detail.Secondly, in order to dispatch requests from different public cloud users with different ranks in the commercial environment of cloud computing,"a scalable cloud requests dispatch algorithm for different qualities of service based on fuzzy control" is caught up with in this paper.Finally, a pair of comparison experiments has been carried out between the dispatch algorithm based on fuzzy control and the one based on linear performance partition. The experiment environment and concrete implement of the algorithm are also listed in detail.The experiment shows that the "scalable cloud requests dispatch algorithm for different qualities of service based on fuzzy control" can fit the public cloud users requiring different QoS well, therefore it will be widely used.
