Flight Operations Control(Referred to as FOC)is a core system to support the flightcontrol and safety of airlines. Since the FOC (Version1) of Sichuan Airlines wasdeveloped and put into operations in2004, it played an important role of its flightoperations. In order to enhance the quality of flight operations control, ensure the flightsafety and make the function and performance of FOC match with the increasingbusiness need, Sichuan Airlines decided to upgrade its former FOC (Version1) and thedevelopment of FOC (Version2) was formally started on March2009.For cooperating with the development of FOC (Version2), we have successfullydeveloped FOMIS (Flight Operations Monitoring Information System). As a relativeindependent branch system of FOC, FOMIS not only obtains data from FOC, but alsoprovides FOC with data support. With the development and operation of FOMIS, wecan realize the sharing and reusing of Flight Quality Monitoring data so as to deal withthe functional bugs of the Flight Quality Monitoring software itself and enhance themanagement level of flight operations. In addition, in the light of the commonalities ofthe working flow of airlines, with little modification, FOMIS can be applied to moreairlines or be considered as the reference when they develop a similar system.For the above actual condition and purpose, the article summaries the practicalbusiness requirements on the basis of analyzing the working flow of Flight OperationsMonitoring; analyzes the software functions and database of Flight Quality Monitoringsystem in detail; gives the architecture design, the functional module design anddatabase design of FOMIS which fit the network and hardware environment of SichuanAirlines, etc.The FOMIS of which the author participated in the development had passed theoperation test and evaluation. From the FOMIS was formally put into operations. It wellsatisfied the business requirements and had been operating stably, it realized:1. Revise the flight information in AirFASE and LOMS with the FOC flightinformation which is the most accurate data in airlines, well solving the problem that2Flight Quality Monitoring software listed above have no function to revise the flight information;2. When matching crew information, add the data of “taxi out minutes” forcalculation, solving the problem that1flight have2different time indication in FOCand Flight Quality Monitoring system, enhance the matching ratio on the basis of thematching correctness.
