In a society undergoing rapid social and technological change, there will be acorresponding rise in all manner of criminal activity. At the same time as we witnessgradual improvements in the country’s legal system, we also see a growing need tomaintain social security. In light of these developments, the Public Security servicesare currently facing a number of serious challenges. In order to deal with the growth inlaw enforcement apparatus and a serious shortage in trained police personnel, there is agrowing tendency to employ modern information technology to assist public securitywork while also enhancing both efficiency and detection capabilities.With the implementation of public security information technology systems, itbecomes possible to collect vast amounts of data which can then be utilized in thecourse of practical public security operations. An issue of great importance today is howwe can maximize the value of this data through optimal and scientific utilization. Withthe establishment of such public security intelligence analysis systems, large volumes ofinformation gathered and converted into valuable information resources can then betimely and accurately distributed and exchanged among the various branches of thepublic security organization.This thesis aims to examine the practical requirements and existing problems withintelligence analysis by the Public Security organizations. It also aims to explore theestablishment of an analytical system based upon the existing intelligence database.First, it forth the importance of building an analytical system based upon the existingPublic Security intelligence database. Secondly, it introduces the research on relatedtechnologies, such as databases and data mining. Then, through the process of objectiveanalysis in conjunction with the defined principles, illustrate the following; the practical,functional and performance requirements along with the operating environment that willensure the technological suitability, relevance and usability of such an analytical system.As a result of such requirements analysis, it will be possible to determine the overallsystems and deployment architectures required to build such a system. Thereupon it willbe possible to build up stage by stage the constituent parts of such a system including a comprehensive database, general intelligence services, intelligence analysis, informationportal along with more detailed and specific functions. Finally, through the three stagefunctional, performance and security testing, make the required adjustments and ensurethat the system not only meets the stakeholders’ requirements but that all software meetsthe prescribed quality standards.This study researches some of the fundamental ideas and content integral to thissystem. These include the following: the application of database and data miningtechnologies; algorithm analysis of criminal records; determining patterns, trends andrelationships between criminal behaviors; the rational integration of Public Securityinformation resources; the maximum exploitation of external social data; optimizing theexchange of data and resource sharing; facilitating the transfer of data into the publicsecurity system thereby realizing the objective of delivering an intelligence andinformation-led police force. Such efforts will have far-reaching significance inimproving efficiency, reducing operational costs and delivering a public security forcecapable of serving all segments of society.
