It is out of date manual recording, collecting, and summarizing information by the traditional ways such as Excel and Project for the following reasons. On one hand, it’s time-consuming. On the other hand, the large amount of exchanging and frequent passing of information cause serious delays which makes it incapable of real-time data sharing. It is also hard for the managers to grasp designer’s plan and progress, know the resource utilization rate of the whole institute and human occupation of each project thoroughly. To settle the problems above, we import timecard management. In order to improve work efficiency and management efficiency in the numerous institutes in China, it’s in badly need of developing timecard management system to meet with the modern information management and administrate the daily work of institute of urban construction institutes in China.We adopt the object-oriented development idea in the function of our timecard management system and classify the system to several independent parts according to different function requires. At the same time, we improve the internal cohesion among each part by data coupling, which makes it able to open up and improve the system by different teams at a time and realize high efficiency to a great extent finally.The article introduces the development and use flow of the system according to the idea of software engineering development. Firstly, do a general overview of the system development background and values in the introduction, as well as the research status of this system at home and abroad. Then do requirements acquisition and analysis for the system, specifically analyse them in several aspects, such as the analysis of the role of the system, on-scream analysis of timecard management system and functional and non-functional requirements analysis. Do specific system design after requirements analysis. Firstly giving the principles and requirements of the overall design, then designing the overall architecture and function deployment of the entire system, and next realizing each function, including project management function, working hours management function, statistical analysis function, basic information set function, and describing the core table description in the database design.
