Research On Evaluation Assistance System Of S&T Project Based On Web Text Mining

The evaluation of science and technology projects is a professional consulting and evaluation activity by science and technology project management department according to specification programs and fair standards. Science and technology projects have a significant share in the allocation of resources in science and technology in China, the process and final results directly influence the development of the science and technology and the society. So the evaluation of science and technology projects becomes more and more important and it gets the attention of the government and the public. The science and technology project evaluation are dependent on experts for artificial review, there is few automatic evaluation system for reference. This paper makes a study of the science and technology project evaluation index system, different levels of evaluation sample library, and the fuzzy evaluation model based on Web text mining. The work in this paper is as follows:(1) A more general science and technology project evaluation index system is established, and a corresponding evaluation index of the thesaurus is set up. A stratified science and technology project evaluation index system is established according to the scientific, systematic and measurable principle, and the sample thesaurus is divided into three fuzzy level A (good), B (general), C (worse). The initial sample library get expansion with the library of hownet.(2) Based on the research results of (1), it put forward a fuzzy evaluation model for science and technology project. According to the name of science and technology project, it gets related information using web search engine, and the information will be classified and displayed with text classification technology. With the research of (1), and through the string matching it gets all the information and makes a sort by authority, and then weighted and get the evaluation results of science and technology project.(3) A comprehensive and fuzzy assessment model of science and technology project was established based on the matter-element-level theory. It combined the method of matter-element analysis and hierarchical analysis and it improved the accuracy of the comprehensive evaluation.Finally, the prototype system was completed, and the test shows the feasibility of our achievement. The system can provide a reference for the evaluation of science and technology project.
