Nowadays the research on the macroscopically characteristic of the Internet topology from the perspective of complex network has become an important branch of Internet research and has already attracted broad attention of academe. Recently, fruitful results have been achieved in this field. The researches of complexity of Internet mainly consist of computing characteristics of Internet and observing the evolution of characteristics by processing and analyzing the detecting data of the Internet, building the Internet topology based on the detecting data and observing the structural features of Internet directly. The current method is computing characteristics by programs and then drawing the curves of characteristics and analyzing the evolution with mathematic tools (e.g. SPSS, MATLAB). But the procedure is cockamamie and the format of the data should be converted as it would be accessed by different tools.In view of the above, it is a certain demand to design a user-friendly tool that aims at the probing data of Internet and comprises of data processing, characteristics computing and curve drawing. To meet these needs, we design and implement a virtual instrument called ICO (Internet Computed Observation) for processing and analyzing the probing data of Internet. ICO takes the AS-level (autonomous system) probing data of Internet as source and achieves the integration of data processing, common characteristics computing, characteristic curve drawing and topological graph drawing. This tool would drop the complexity of research dramatically.In this paper, we introduce the rationale and relevant technique of the design of ICO. And we describe the design and implements of ICO based on the partition of the function module of ICO, including raw data processing, calculation of parameters, drawing characteristics curve and network topology visualization. Then we validate the function of ICO and analyze the performance and applicability of ICO. At last, we make use of ICO processing and observing the AS-level data (obtained from Jan2009to Feb2010) provided by CAIDA and propose the analysis of average activeness of Internet based on the analysis of ICO statistical mean value line.
