On the basic of Slepain-Wolf lossless coding theory and Wyner-Ziv lossy codingtheory, distributed video coding (DVC), as a revolutionary coding paradigm absolutelydifferent from traditional video coding standard, has a simple encoder. It is the flexibletransfer of those time-consuming and resource-occupying operations from encoder todecoder that makes a simple encoder, called independent encoding which requires just afew simple encoding processes decreasing the complexity of encoder, so DVC system ismuch fitted to those applications whose encoding resource and power are restricted.DVC has inner error-resistance in addition to its simple encoder and it has been one ofthe hot spots of video communication system for the moment.It makes a further study of bit plane rate control and coding algorithm of WZframes in Wyner-Ziv video coding system based on the theoretical principle andimplement of distributed video coding in this thesis. Firstly, the calculation ofsignificance of a bit plane is presented, and then a rate allocation algorithm baded onunequal protection for different planes is proposed, which protects those moresignificant bit planes rather than those less significant. Secondly, taking example forLDPC(Low Density Parity Check)code,a widely used channel coding technology inDVC system, bit planes are unitedly coding to avoid restricted performance caused bythe small girth of parity matrix. According to significance, bit planes are combined inone kind of mode to be a longer one which is then encoded and decoded.Experiments show that the two algorithms make the average quality of therecovered videos at the same rate increased by about0.5dB with the error probability10-3, and0.5to0.7dB with the error probability5×10-3.
