Distributed video coding has the advantage of very simple encoder, complex decoder, high compression efficiency and good robust performance. It can shift the complexity from the encoder to the decoder, reducing the coding complexity, so it is very suitable for wireless video transmission occasion which has the encoder with limited resource, such as little storage space, poor calculation and low power. With traditional distributed video coding algorithm for comparative object, the code rate control technology is researched mainly in this paper. Two non-equilibrium encoding methods are founded to improve the efficiency of decoding with the almost same complexity in encoder.The Wyner-Ziv video coding system and code rate control method based on LDPCA are researched emphatically. Two non-equilibrium Codec algorithms are proposed, namely the non-equilibrium Codec methods based on DCT transform and Zigzag scanning. Using two non-equilibrium Codec algorithms into the distributed video coding system, we can get the the distributed video coding based on non-equilibrium Codec. The simulation experiments show that the decoding rate of the non-equilibrium Codec algorithm is quicker than the traditional equilibrium Codec algorithm, which is reflected specifically in the decreasing times of decoding iteration and rate of decoding successfully those two aspects.
