Inter-cell interference coordination (ICIC) has become widely studied techniques inLong Term Evolution (LTE) system. The main objectives of ICIC techniques are enhancingthe performance of the cell-edge users and improving system throughput and spectralefficiency.This paper introduced the relevant knowledge of ICIC techniques and analyzed a static SoftFrequency Reuse (SFR) scheme and a typical semi-static scheme of Texas Instruments(TI). However, SFR scheme can not adapt to the time-varying traffic load of each cell,and TI scheme did not introduce specific resources borrowing methods when some cells areoverloaded. To solve these problems, this paper presented an efficient ICIC scheme whichcombined a semi-static resource allocation plan with a fractional power control method.Applied by high interference indicator (HII), a resource reuse avoidance algorithm isproposed to reduce multi-cell co-channel interference. Based on the path loss compensation, a closedloop power control method was applied when setting transmit power of cell-center users.Simulation results showed that the efficient ICIC scheme can improve the cell-edgeand overall system performance. Compared with SFR, the ICIC scheme increased thecell-edge average throughput by33.18%and the spectral efficiency by3.88%. Inaddition, the system throughput can be improved by3.87%.
