Recently, the tax bureaus are constructing the tax information system in every taxdepartment. The on-line tax declaration is the focal point in the information system.The On-line tax declaration is one of the electronic declaration ways refers to thetaxpayer with use the computer, the Internet and so on advanced method, to realize theactive of paying taxes. It raised the declaration efficiency and quality, reduced the taxrevenue cost. The safety and reliability of on-line tax declaration must be guaranteed.The PKI (Public Key Infrastructure) system is an important network security solutionfor Internet applications. PKI provides a frame in which all kinds of components worktogether to provide four major security functions for on-line tax declaration, such asconfidentiality, integrity, authentication, and non-repudiation.This article studied the RSA digital signature and digital certificate technologybased on PKI system security architecture, and applied the PKI system to the on-linetax declaration system. By analyzing the business process of on-line tax declaration,this paper proposed the framework of the on-line tax declaration system. The securitymodule of the on-line tax declaration system is divided into two parts: the taxpayerclient security module and tax department security module. The taxpayer clientsecurity module implements the function of identity authentication and declared datasignature, and the tax department security module implements the function of signatureverification. The taxpayer client security module is provided by ActiveX control andthe tax department security module is deployed in Jar package.
