Although4G wireless network is not commercially available, what can be predicted is that2G/3G and4G wireless networks will survive together for a long time in the future. In this way, the wireless core network element PGW (PDN gateway) must be able to handle the traffics from all these networks, and also support the smooth mobility of end user among the three networks. Dedicated bearers are born for efficiently processing the networks’ever-changing data traffic and voice over IP business. So it’s meaningful to study that how to secure end user’s good experience via dedicated bearers when the end user moves between2G/3G and4G wireless networks. Then we need to study the network elements’functions and make policies for them.In order to secure the end users’experience, this paper focuses on the PGW dedicated bearer mobility between2G/3G and4G. QoS (quality of service) policy and traffic control on dedicated bearers during mobility and mobility signaling handling are discussed in this paper. The main contexts are as follows:Separate the2G/3G and4G interfaces into2kinds, which are connected to PGW or combined SGW and PGW (SGW-PGW). One kind of interface is Gn-PGW. The other kind of interface is S11, S4and S5. Clarify the specialty of Gn-PGW interface. PGW handles dedicated bearers differently when end user moves from the first kind of interface to the second and from the second to the first one.When the end user moves from S4/S11to Gn-PGW interface, make different policies for PGW to handle dedicated bearer mobility according to the face if the new SGSN support dedicated bearer. If the new SGSN does not support dedicated bearer, delete the existing one. If the new SGSN supports dedicated bearer, make policies to handle QoS update request and traffic control during mobility.When the end user moves from Gn-PGW to S4/S11interface in different ways, make different policies to handle the different signaling processes for SGW-PGW. The different mobility ways can be separated into two kinds. Make policies to handle the QoS update and traffic control during mobility for SGW-PGW.Clarify the difference between S5and S4/S11interfaces. Clarify the mobility policies between S5and Gn-PGW.
