The current line maintenance management system of telecommunication enterprises is still in the manual operation era. When the difference between the timespans of lines of communication failure processing and customer demanding is becoming bigger and bigger, telecommunication enterprises lacks unified, normative flow monitoring, maintenance personnel management, also lacks the quantitative criteria to evaluate the efficiency of management. Therefore, we need an information system, which can realize the management and reorganization of enterprise business processes, to replace the current manual operation mode. This thesis studies a workflow based management platform for optical fiber communication lines. The platform covers the line inspection, troubleshooting, project management and implementation of functions, and relates to the business process reengineering, such as business process change. The system only need make minor modifications, then can meet the new needs, thereby improving the line maintenance enterprise rapid response ability, and improving the efficiency of management.First, this paper introduces the theory of optical fiber communication line management, the workflow technology concept and the development history, analyzes the workflow reference model proposed by the Workflow Management Coalition. Through the study of the communication line management of telecommunication enterprises and workflow systems and other related technologies, the paper introduces the jBPM based workflow management system model for the optical fiber communication lines. Then, the paper discusses in detail the system design and realization method, focuses on the workflow method for all kinds of custom line management. This system has been applied in Beijing railway line maintenance center. The application effect in trial operation period is very good. And the system realizes the expected efficient management mode of optical fiber communication lines.
