Tax risk management is the bottleneck of solving realistic collection resources, realize the tax collection efficiency maximization goal of scientific management mode. Effective support for the implementation of an information management of tax risk, establish and perfect the management information system is a precondition of tax risk, tax risk management.Management information system of tax risk for Urumqi tax, in accordance with the general principles of modern tax risk management, with reference to the international general tax risk management model and process as the basic application framework, a careful analysis of current situation and information resources, tax revenue collection, to build a risk identification, risk ranking, risk response, the performance evaluation as a tax the risk management platform loop. In this paper, according to the thought of software engineering, introduces the system from the demand analysis, system design, process and the realization and test of system, describes the system using object-oriented analysis method, through the UML modeling, creating use cases, the layers of decomposition, identify the entity class, find the class association, object model domain object sequence diagram, a series of process, to find a solution for the problem domain. The system based on the Window2003Server operating system, using Asp.Net4development technology, application of MVC architecture, Oracle10g database management system, using Visual Studio2010development tools.The system after the thorough testing, has been deployed and application in Urumqi tax, system operation is stable, functional and practical, to achieve the expected goal of system design.
