As the largest mobile operator, China Mobile,its network capacity continues toexpand, business continuously enriched, increasing user, network quality evaluationtraditional methods are not suitable to have the future development ofcommunication network.Traditional network quality evaluation usually used signalstracking analysis, traffic statistics analysis, test analysis and customer complaintsanalysis and other methods, without all-round analysis, and the single evaluationmethod has low efficiency, lack of means, lack of defects, forward-looking, andCMCC customer satisfaction survey in recent years show, Gotone customers concernthe network coverage, voice quality mostly. High-grade customers as an importantpart of revenue, should cause us concern about their perceived. User perception(QoE) will be the focus of future network quality assessment.The limitations of The traditional network evaluation and the future of the userperceived attention, all these require network operators to establish a set of customeroriented quality network operation evaluation appraisal system, can be based on user,based on the time domain, based on the network evaluation of multi-dimensionalregion were operated on the network platform.The paper introduces a kind of evaluation algorithm based on user perception(QoE)of network quality, OMC traffic statistics data, warning letter, signaling datacollection, user complaints, the road test data integration of network qualityassessment.First of all,introduces detailed the main idea of network ecaluation systembased on user perceptions. Then, a detailed description of appraisal system appraisalcriterion evaluation based on user perception network(QoE). Finally, a detailed description of the user perception network evaluation system fairness, authenticity,sticking, visibility, controllability, plastic source based on characteristic, the simpleintroduction to the application of system platform at present, future developmentdirection system.
