Along with the continuous expansion of the size of China Mobile’s communicationnetwork and the mature of the mobile communication technology, the number of mobilecommunication users in our country is growing very rapidly, and the domesticcommunication market is also increasingly competitive. The demands of human beingshave gradually improved from the simple voice business to the faster, more diverse andpersonalized value-added business.2012national telecom business income, value-added services (non-voice services)revenue532.21billion yuan, an increase of16.9%, accounting for the proportion oftelecom services revenue increased to49.5%. As can be seen, high value-added servicesin the communications industry occupies an increasing proportion of income, has beennearly half. The CRBT (Coloring Ring Back Tone) service as a important value-addedvoice derived services. Liable to increase user ARPU value, strengthen theresponsibility of the user viscosity, research and further development of the system hasgreat economic and social value.As a person in charge of engineering design of CRBT service systems of InnerMongolia, the author has involved with all aspects of engineering construction and projectdesign of CRBT service systems of Inner Mongolia in recent years. And also the authorhas deeply realized that value-added business needs a systematic planning not for solvingthe recent problems only, but for aiming at a long-term planning to complete the systemgradually so as to ensure the steady development of business, enhance the user experienceand bring more benefits for our society.Compared to the traditional communication design industry, the value-added projectis more inclined to the computer industry and is a relatively new area. According to thepredicted results of the number of users and China mobile communications group and thethoughts and principles of Inner Mongolia mobile company construction, the authorproposes the developmental ideas and plans of Inner Mongolia mobile business in the future through the mass relative collected materials and a comprehensive consideration ofthe developmental situation of Inner Mongolia CRBT business at present. On this basis,there are some researches on the planning methods of value-added business system. Andthe author has summed up a set of effective methods, and improved the technical levelthrough them.The specific processes of planning include: the principle of predicting method, thepredicting of users’ increasing, and the predicting of portfolio, the principle ofconstruction, the comparison and selection of engineering construction schemes, and soon. Among them, the predicting of users’ increasing is based on the historical data ofusers combing with the characteristics of value-added service to get the number of usersin the planning period. And the construction principle is based primarily on the unifiedrequirements by operators combining with the characteristics of the network, and thenselects the project construction plan in accordance with the various predictions,construction principle combining with the selection of the equipment type, the equipmentcost and so on.Reference to the China Mobile Group norms and the construction of the province’sguidance, and in accordance with the predicted results, the current situation, we wouldlike to apply trend extrapolation for prediction.we use trend to predict. Time series trendon the actual communication engineering there is three curves of several commonmethods: linear, quadratic curve, exponential curve fitting equation. Based on thehistorical data constituted by the number of users in24-month network, the thesis finallychooses the synthesizing of fitting equations and combines them with the weightcoefficient, and then predicts the final data of users in the end of the project through themathematical comparative analyses.With regard to the load sharing problem, it can be divided into three levelstechnically including equipment, module, and system. And the thesis mainly studies theload sharing on the CRBT service system node level (also the systematic level). This is nolonger an application of simple techniques, but is more similar to the application ofsystems.The IP evolution is mainly based on the requirements of China mobilecommunications group norms to study how to make the investment more effective, howto make the system upgrade more smoothly and how to ensure the continuity of the business.The problems of coexistence of many integrators have applied all kinds of plans seenfrom the condition of all operators countrywide, but they all have their own merits anddemerits. In the present China Unicom company, many provincial companies adopt twointegrators owning to the particularity of C Net. However, in China mobile provincialcompanies, there is no precedent of many integrators. Because of the comparison of plansis difficult to quantify, the conclusion is drawn from a synthesized consideration of manyprojects from the perspective of the technical feasibility, market operation, networkbusiness security, data synchronization, project implementation, maintenance andinvestment, and so on. And the final conclusion is that Inner Mongolia mobile CRBTservice system is suitable for adopting those of the unified integrators.On the basis of users’ prediction, the author puts forward feasible construction planand long-term planning, considering the actual problems of Inner Mongolia CRBT servicesystem and conforming to the group norms and principles of Inner Mongolia mobileconstruction.
