Netizens Attention Law Study Social Events

With the development of Internet, more and more people begin to use thenetwork to express their views and opinions. Network plays an important role inreal life. The formation, development, supervision, forecasting and warning ofnetwork public opinion have gotten so much attention from scholars andgovernments.Netizen, as the main body of network public opinion, shows aseries of characteristics in the process of attending social events. In this paper, acollection ofnetizen’s attending situation of100social events fromOpinionMonitoring Room’s Local government coping capacity list from2009to2011.This paper studies it from four aspects.First, through collecting the netizen’s number changingduring netizenattending social events.The paper gets that the trend of netizen’s attendingincludes four types, they are the type of “L”、“N”、“M” and “complicated”. Thenumber of social events which the type of netizen’s attending trend are “N” and“M” accounts for86%.The social events are divided into6categories accordingto contents.By comparison, the percent of four types are different in the socialevents of different contents.Second, though analyzing the netizen’s attending duration, the paper getsthat the average duration is20.29days, and about72%of social events’ netizen’sattending duration are shorter than20days，which shows a certain concentration.Through the column diagram, scatter diagram and the single sample K-S test ofnetizen’s attending duration, the results show that the duration conforms tologarithm normal distribution, which further verify the concentration ofduration.By comparing the duration of different types of netizen’s numberchanging trend, it proves that the duration increases with the complexity of thetype of netizen’s number changing trend.Through the comparison of durationbetween social events which government deals properly and improperly,it getsthat there is obvious difference between both on the confidence level of90%.Third, based on the above study, the paper combines social events’ publicopinion’s heat to put forward “time–heat” index to study the netizen’s attending regulation more comprehensively. The average value of social events’“time–heat” index is below0and most social events do not need government’s specialattention. The “time—heat” index conforms to normal distribution and shows acertain concentration.Fourth, through the definition of rational appeal and irrational appeal, thepaper provides classifications to the netizen appeals. It also gives standards tomeasure the rational degree of netizen’s appeal. According to the standards，thepaper measures the rational degree of netizen appeals at11time points in“Meimei Guo Event”, getting that the average effective rate of netizen appeals is76.71%, and the average proportion of rational appeals is9.77%.The type of netizen’s number changing trend, the netizen’s attendingduration and the netizen appeal’s rational and irrational are important aspects ofnetizen’s attending regulation. They are linked to each other,and form a whole.According to the above research on social events, the paper puts forward somecountermeasures and suggestions to provide reference for the government res todeal with events and improve the credibility of the government.
