The information industry has already developed into a new economic growth point inside the range in the world. Internet is developing with a high speed and that it makes a region or a country leap on the economies. But, at the same time, people have to face a reality:that is, in the middle of propelling information-based process, different kinds of regions or countries have different network information resource it arises a great unbalance which greatly affects the developing economies community and the society's process and stabilization. CNNIC has pressed an authority data that it fully shows the device's margin of network information in different regions in our country. How to keep the balancing devices of the network resource, and how to carry out the moderate and sustainable developing? This has caused many scholars and experts'attention, and it has turn out a serious of study effects.This paper adopts literature investigation and study law, comparative research and quantitative analysis method to the number of IP address and domain name, number of websites and web about 31 provinces in china. Research shows, recently information level in China have greatly improved, but the distribution of different area presenting an "east high west low" situation, this imbalance in the increasing extent. And there's a large gap between national development goals. The main content of this paper includes the following points.First, this paper proposes our country numeral gap exists, and elaborates the domestic and foreign regarding this questions research condition;Second, combining with the data issued by CNNIC, using domain quantity, number of web sites and web pages, number of IP as the measure of the Network Information resources regional distribution and its development status, comprehensive and objective analysis of the difference of the Distribution of Network Information Resources in China. Third, this paper uses relative gap method, the absolute difference method and the comprehensive index method compare the data analyzes the main problems which influence the equitable allocation of network information resource in China, then give some countermeasure and suggestion to narrow the gap between different region.
