The stable and reliable operation of base station is the basic guarantee thatmobile operators ensure the quality of service. Currently the majority of mobilecommunication corporation engineering and construction centers’ base stationcontract, electricity and information of rent payment rely on manual statistical, sothey cannot track the expiration of the contract on time, as a result they cannot renewthe contract on time. Lacking of accurate data and effective method to estimate thepower consumption accurately may also result in not paying enough electricity. Otherreasons for the unusual use of electricity may caused by lacking of monitoringmethods to find some acts such as stealing electricity, etc. Eventually, leading to theunusual power supply of base station and affecting the quality of operators’ services.This article is based on analysis of the current situation of mobile operator basestation property management, established the power analysis method and formulaswhich based on multiple regression, and according to the characteristics of propertymanagement, designed and implemented the information-centralized managementsystem for the base station contract, electricity, and room rental information. Thesystem is base station-centered, implemented the rental and electricity chargemanagement for the base station property, to monitor and collect the powerconsumption of the base station and to analyze and verify the electricity withcombination of the charges and theoretical power consumption. The centralizedmanagement of contract renewal and rental and advance reminder of electricitycharges, to avoid the resulting station break. While achieving the phone meter readingfunction, the base station electricity consumption will be sent directly to the systemby the mobile phone, which saves labor costs, and improves work efficiency.The system can track the duration of the contract timely and effectively, estimatethe use of electricity accurately and find the anomalies of electricity. That makes theabnormal situation drops dramatically, which includes bad management, inaccuracy inestimating electricity and being not able to find unusual situation of the base station.Therefore it fulfills the aim that service quality is enhanced.
