With the rapid development of computer network technology and the popularity ofthe Internet, the paperless office has become a need of the times. To work onindependent election to the municipal level cadres, while improving the independentelection of municipal cadres to work on efficiency and quality, organizationaldepartments, training institutions, units of participants and students can more easily getinvolved and do the teaching supervision, feature optimization, teaching improvementand extension of the effect. A set of study self-selected software system was designed bythis project for city.The system is the full realization of all sectors of the cadres of independentelection.The role of the trainee can register the course to learn and query the score ofthe final test. The role of the teachers can select the topic of the course, arrange theirteaching’s schedule, organize their class’ s content and record the final test’s score withstatistic analysis. The role of the administrator can assign the teacher to the course,endow different permissions to different administrators, provide the maintenance ofthe information from region and enterprise,assist and supervise the class. It totallycontains three types of processes (including selecting the course, managing theinstruction and supervising the selected learning organization) and five types of objects(including cadres and students, the enterprise administrator, teacher, educationaladministrator and system administrator).From the perspective self-selected the status quo and development trend ofnarrative, the thesis descripted the system combined with research trends, market valueand significance. According to the theory of software engineering and database systemsdesign, system requirements analysis, preliminary design, system architecture, businessprocess system modules and functions of the system analysis and design, the thesisdesigned the use case diagram, ER diagram, timing diagram, system structure, businessprocess diagrams and functional hierarchy diagram. System is divided into.NET-basedWeb site subsystem, JavaEE-based mobile agent subsystem and JavaME-based mobileclient. ASP.Net, C#.Net and SQL Server2000Professional based on IIS were used in WEB-site subsystem; it included the student module, the unit administrator module andadministrator module. JavaEE and the HttpClient professional technology based onTomcat mobile were used in terminal subsystem. Using JavaME and the LWUITprofessional technology based on MIDP2.0and CLDC1.1, the mobile client terminal.Sub-function point later in the article describes the specific procedures to achieve, giventhe program interface and a specific key code. Finally, the testing process and the testresults were descripted. The result was that a set of available study self-selectedsoftware system had been descripted.The system is applied to the Huizhou municipal authorities and institutions’independent study of cadre training that was organized by the Huizhou MunicipalCommittee Organization Department and the Adult Education Office of HuizhouUniversity and working well.
