In recent years, with the sustained and rapid development of theSouthwest Civil Aviation, as well as the industry regulatory efforts havebeen stepped up and depth of the expanding, industry supervision is askedto satisfy the new requirements. How to ensure the authenticity of theregulatory information is very important. Relevant departments of theoffices in accordance with the regulations requirements, based on their ownpractice, has developed a number of information systems, and applied work,and achieved some success, however, has been the lack of an effectiveregulatory management information system, are not well reflect theplanning, auditing, organization, implementation, rectification, review andother aspects of the work. Based on this, the Southwest RegionalAdministration of Civil Aviation Aviation safety management informationsystem came into being.The Southwest Regional Administration of Civil Aviation Aviationsafety management information system development value lies in: one is to build a unified, open, safe, and efficient supervision service networkplatform, the use of the Internet is advanced, superior and popularization,realizes on-line supervision office, cooperative supervision office, remotesupervision and supervision office mobile office, avoid the emergence of"isolated island" of information. Two is the establishment of aviation safetyinformation database, dynamic, accurate, efficient collection of aviationsafety information, integration of flight standard system, productionstatistics system such as multiple sets of business management system, torealize the sharing of resources integration and sharing. Three is to providedata analysis platform, for government decision making and macromanagement services. The four is to promote the supervision of standard,orderly, efficient, from the regulatory work plan, organization,implementation, review, summarize the rectification, the link such asforming the closed loop management, which can improve the workefficiency.This paper first introduces the research background and significanceof the project, research the status quo, the development trend of the currentproject management system, on the basis of this research project needs to determine the system’s functional requirements, performance requirements.The paper followed by a detailed system design and implementationprocess, including the database structure design, structure design andimplementation of the system classes, etc. Finally, the test method andsystem development conclusion are written. The system uses the VisualStudio Net development, system operating mode for the B/S mode, theserver application using Asp.Net technology design and development, themain programming language C#, the system database in SQL Server2005.After the completion of the system, the response is good.
