With the implement of Golden Tax-III project, the information construction of local tax has entered a rapid development stage, and the demand of tax service has expanded from the desktop to the mobile terminal equipment. Recently, many taxation departments have made a lot of investigations and explorative works, and the mobile internet technology has been widely applied in many fields. In this thesis, the mobile business tax management system of Gansu local tax was studied. This business tax management system is established based on the MAS platform by China Mobile. It employs the presently widely used mobile intelligent terminal, combines with the advantage of wireless internet source, and covers many business systems of local tax. The system has an important social significance, since it can provide the optimization of tax services to narrow the distance between the tax collector and payer, improve the service level of tax departments, and enhance the work efficiency.Firstly, we studied the mobile MAS platform technology, and analyzed the current Gansu local tax information system. Subsequently, an integrated demand analysis for the short message service (SMS) platform and mobile terminal service management system was proposed, including detailed descriptions for various types of business demands. The network structure of business tax management system was established, as well as the architecture designs of the SMS platform system and the mobile administration and service system software. Additionally, the business tax management system was specifically designed taking account of data processing, system function, system security and other aspects.Finally, based on the above design, the management system for SMS platform and mobile terminal service was implemented, and each function module was tested, including tax administrator module, payer module and consumer module. Results indicate that the design mentality and method in this thesis is reasonable and feasible, which has a great value for future research on similar systems.
