| The HongKou district government has set up a platform for public information, asrequested by “Regulation on Government Public Information of the People’s Republic ofChina” and “Regulation on Government Public Information of Shanghai”. In order to improvethe efficiency, it is necessary for government officials to process requests of accessing publicinformation when they are not in office. By deploying the “government mobile officing”concept, this thesis studies the problem of designing and implementing the PUSH MIP systembased on mobile technology, built upon the current information platform.Our “Push-MIP” platform is an application based on the mobile email system and webagent server. Integrating with the corporation OA system, this platform pushes the request andapproval information to cell phones through the network of China Mobile. Therefore, therelated parties can process the requests by cell phones at any time. In this thesis, we study thedesign and implementation of our platform from the perspectives of functionality and safety.The mobile platform for public information is the result of the cooperation between thee-government scheme and the telecom operators, which provides an integrated solution fore-government to organize government information. This platform has been deployed anddemonstrates the unique advantage of accessing information without constrain on time andspace. The platform has integrated much functionality that greatly improves the availability ofpublic government information for citizens. It is playing a crucial supporting role in providingpublic government information. |
