With rapid development of technology and economics, relationship between peoplebecome increasingly close, and communication technologies become increasinglyinseparable in the modern and future society. However, shortage of spectrum resourceswill last a long time, there has been a consistent concern how to improve the spectrumefficiency. Cognitive radio is a technology proposed to improve spectrum efficiency,which raises national attention at once. The core technology of cognitive radio system,research and development of cognitive engine, become hot spot, new technologies ofspectrum perception, management and distribution is emerging. In this paper, we doresearch on the spectrum management technology in cognitive engine, in order toexplore new strategies of spectrum management and allocation, and to make use of thestudy ability of cognitive radio systems to improve spectrum affiance. Then we proposecognitive engine model based on spectrum management module, and describe eachmodule of this model in detail.This paper briefly introduces the main structure and current research situation ofcognitive engine, and analyzes current classification of cognitive engine and features ofvarious cognitive engine models. Using spectrum management module we can managethe available spectrum resources in cognitive engine. Most of the current spectrummanagement methods only consider the availability of spectrum in power dimension,which cannot reflect the feature and statistical properties of spectrum in time dimension,and is not able to support a better choice of spectrum resources in time dimension. Thispaper adds some spectrum features and laws in time dimension to the spectrummanagement module of cognitive radio system, and propose a spectrum managementand allocation algorithm based on the availability of channel. Based on the results ofenergy awareness, we analyze interference of temperature in monitoring channel and theinterference change with the time variation, then we obtain the sort of channelavailability by formula so that the cognitive radio system can switch to the best channelwhen it is necessary. This paper also analyze and manage the test signal which is usedfor simulation and statistics, then we can check spectrum environment and spectrumcharacters through simulation results, which provide channel availability for spectrummanagement.
