In real life, considering the complexity, uncertainty and ambiguity of humanthinking,the multi-attribute decision making in the uncertain environment has arousedinterests, and achieved some research results. In1983Atanassov extended thetraditional fuzzy sets into intuitionistic fuzzy sets. The methods of decision makingbased on intuitionistic fuzzy sets has been the hotspot research. However, the weightsof attributes are often unknown, and the method of attribute weights will affect theoverall decision making process. In many complex decision problems, the data takenfrom different times or stages are more reasonable.In this paper the problem of decision making is based on the interval-valuedintuitionistic fuzzy sets. Firstly, two kinds of methods for the interval-valuedintuitionistic fuzzy numbers are discussed. Combing with the degree of possibility andtraditional aggregation operators, the new decision making methods are proposed.Secondly, in the dynamic multi-attribute decision making, the time weight is oftenunknown. The new weight method of time period based on Hamming distance isproposed, and the example illustrates that this method is feasible.Finally, in the dynamic multi-attribute group decision making, the experts’ personalpreferences and information bias are considered. This paper presents a new method fordetermining attribute weights. Combing with the traditional TOPSIS, the optimal orderof the programs is abtained. A numerical example shows the feasibility andeffectiveness of this method.
