Chengdu Railway Petroleum and Chemical Industry Co., Ltd. is mainly responsible for the distribution business of railway transportation for the large-scale enterprises such as CNPC, Sinopec. In recent years, with the volume of business’growing and the business scope’s rapidly expanding, the logistics business model cannot gradually adapt to the development of the company needs. The company needs to provide enterprise customers with solutions based on the information, networking, professional, personalized oil transportation business integration. A good online logistics information platform can meet enterprise-based development needs, and have a good maintenance characteristics and potential for expansion of applications which focus on saving money for the enterprises. It’s able to boost the constant development of enterprises. This is into the original intention and objectives of developing petrochemical logistics information platform.Firstly, based on the study of producing fact, a further research pertinent to the distinctive features of petroleum and chemical transportation leads to a scheme that can use partheno-genetic algorithm based on time series to optimize vehicle scheduling. Together with father-son competition/choose operator and multi-point crossover operator, it increases the search efficiency of partheno-genetic algorithm and the convergence rate, and also preferably overcomes problems such as premature genetic algorithm, complex structure of crossover operator, and low searching efficiency.Secondly, we study the development process of MVC (Model-View-Controller, Model-View-Controller) design pattern, and the design idea of the MVC pattern. We focus on Microsoft’s new ASP.NET MVC framework, and explain the using of this framework.This thesis discusses the structure of ASP.NET MVC Framework as well as the implementation strategies of each layer based on the specific design of petrochemical logistics information platform. This thesis takes some codes and modules as the example, discussed the details on the implementation process of the view layer, control layer, model layer, and data persistence layer. Proposes the advantages and skills of programming in ASP.NET MVC framework based on the.NET platform.The end paragraph of the thesis shows that the possibility of using PGA with time series to design the system of scheduling and management of trains. The result shows that ASP.NET MVC framework can improve efficiency obviously, and program of this type based on.NET platform can have very good characters of extendibility, maintainable and so on.
