With the increase of the WLAN technology maturity, a lot of WLAN hotspots had been set by the telecom operators.WLAN, as the main extension of the3G network data services to provide users with better experience for operators already have more strategic significance. WLAN traditional access method uses PORTAL interface for user to enter a user name, password to access fixed network system, operators need to setup a independent authentication and accounting system for identity authentication and billing, which increase operational burden, at the same time does not give the end user a good user experience. How to reduce operation and maintenance costs, and how to provide users with the same experience for both WLAN and3G networks has became a widespread concern of the operators.This paper proposes a SIP-based WLAN3G convergence system. Through unified authentication authentication and accounting based on the USIM card to solve the traditional WLAN systems require the user to enter a user name and password, the system also has a higher level of security. Unified authentication and accounting of user authentication and accounting system through the3G core network also reduce the operator’s operation and maintenance costs and provide greater flexibility for future network upgrades.This paper takes CDMA network for example, describes the CDMA WLAN convergence system, interface and protocol stack composition, It also describes the main network elements hardware and software architecture, and the main design of the terminal side. The other standard for3G networks, there was a slight difference, but the principle is the same with the CDMA WLAN convergence system.CDMA WLAN convergence system has been proved to be practicable by the commercial use in the exsiting CDMA networks. It also has been proved that only simple modifications to the existing network can effectively reduce the operator’s operation and maintenance costs.
