Designs a proposal based on urgent level and provides autodispatch module and manual operation. With the research of GPS, GIS and QCHATtechnology, QCHAT devices are used to provide the capability of GPS and communicationwhich can locate the position accurately. Through the second time development of Arc GIS, this paper implements the electric map management. This system can also generate thesubject map, use the electronics map labeling, display various information by multi-mediaand provide the most direct clues to police officials to analyze the case circumstance.Then, this paper describes the detail design of database, the detail design of the class andthe detail design of the system interface.At last, this paper describes the system user interface and test case.
