Nearly a decade, China Shipping customs business developed quickly, through thetraditional paper documents submitted to customs brokers, customs broker for customsclearance then the model has not keep up with the rhythm of the times. As a result,electronic, integrated maritime declaration imminent. Through a browser,we can completethe set of customs procedures, this is our maritime customs system development goals.Now B/S framework of the technology is very mature, a lot of framework can helpus to develop and deploy portable, robust, scalable and secure server-side applications.Accompanied by the extensive application of MVC, Struts2and Spring’s popular, makingthe java technology as B/S framework for the development of a very good choice to meetbusiness and user needs. The system use a Java WEB-based development framework, tobuild out a complete set of industry-standard B/S system.We describes the research of the background to the clearance objectives, analysis ofthe maritime customs clearance and implementation of major business processes.Maritime customs system using Struts2Spring and Ibatis that advanced open source MVCframework, this article details the system implementation process and principles, anddescribes the performance of the layer technology Jsp, Javascript, etc. Research andbusiness functions to achieve a powerful, easy to operate, easy to extend and maintainlarge-scale commercial maritime customs system.Clearance system by shipping a detailed needs analysis and system implementation,the division conducted a functional module, role definition, and development process isdescribed in detail, and then paper presents the system test plan and test results are given.
