At present, China's economic and trade environment is complex and severe, and the growth rate of import and export has slowed down obviously, by the impact of the international environment. China needs to improve the level of trade facilitation through institutional innovation, technological innovation, and enhance the competitiveness of enterprises. Through the cooperation of the Customs and the CIQ, a new clearance mode named 'one time declaration,one time inspection,one time release'has been promoted and implemented. Import and export enterprises will bring real, a major positive.In this paper, through the analysis of Dalian port actual goods import and export declarations business process of inspection and release,and according to the relevant enterprises and the Customs, CIQ, of the three business needs of the reform, On the basis of the research on the construction of three systems in other ports in ChinaThis paper first introduces the background and significance of the research, and the research situation of single window at home and abroad. The key technologies of the system are described, including the design of the SOA architecture, RIA technology and so on. Secondly, analysis the system requirements, clear the overall business process and the function of each module, and ease of use, reliability, security and other non functional requirements. Then the function design of the three systems are described in detail, including the deployment architecture, the overall framework structure, the interaction layer design and the database design. Then the specific function implementation is described, including the page display and some code fragments. Finally, the function test and performance test to verify whether the system meets the needs of users.
