With market developing more and more maturity and e-commerce flourishing,the competition between telecom corporations is very drastic. Telecom managers areeager to mining potential customers via analyzing the data of customers to improvethe business. Marketing is a useful approach to develop new customers and retain oldcustomers. However, how to improve marketing efficiency and make customers toaccept the recommendation without impatience is still a challenge. The system shouldbe designed based on the understanding of telecom data. And it can give customerspersonality recommendations. Then the marketing system would meet the need oftelecom operators and customers.In order to solve the problems, we developed a marketing system. Design andimplementation of marketing system is the main work of this paper, and the targetcustomers clustering is the key research point. The system is based on the use of datamining technology, mining user groups from the huge amounts of data customers. Wetry to find the target customer to improve the success rate by combining with existingplan and price of telecom. After finding the customer, the system provides one ormultiple recommendations to meet the needs of users. The recommendation can allowusers to benefit and make company profit. The system automatically generatesmarketing scripts to support the marketing executives who carry out the sale.The paper gives a detail solution to build the telecommunication marketing system: firstly we extract needed business data from production systems, and do some datanormative work; then aggregate the data to create a datacenter of the system. Thesystem should query the detail data of consuming and the recommendations. Thesystem provides an interface to manage the tasks and operators. The reports are alsoprovided to support the analysis. Finally, we provide the detail descriptions of thesystem software design and development.
