Hydropower construction has an important significance to accelerate our economic development and guarantee the quality of the grid. As an earlier hydropower station in China, Foziling Hydropower Station has aging facilities and low efficiency, and there is a big gap between its automatic level and the international advanced technology. Therefore, it is imperative to do automated transformation. After in-depth study of domestic and international hydropower station’s automation systems, this paper proposed a DCS scheme, which has the advantages of economic, safe and reliable.The system uses the distributed control architecture, it is divided into monitoring and management layer, local control layer and protection layer, and there are centralized management and monitoring and decentralized production process. According to the actual situation, the scheme uses a "host computer+PLC" mode to achieve the turbine unit’s auto-off on and operation control, an automatic synchronization device to realize the automatic synchronization of its power generation and the DTU to realize the monitoring of the whole hydropower. This paper designed a well functioning man-machine interface and also proposed the fuzzy neural network algorithm of the speed governor. This paper describes the principle and implementation of the system’s software design, hardware design and communication network design and ultimately meets the requirement of the unattended (less duty).Compared to the former system, the new system uses a large number of new equipment. It is more safe and reliable, it has better man-machine interface, faster communication speed and better communication quality, and it is more powerful and easier to operate. In addition, the advanced intelligent algorithms proposed in this paper can instead of the traditional control algorithms; it greatly improves the automation level and the operational efficiency of the hydroelectric power station and has certain reference significance to the automation construction of domestic hydropower stations.
