Currently, the video surveillance system in the field of security has become more and morewelcome. At the same time, the requirements for better Quality of video surveillance systems getincreasingly high. With the universal application of wireless network technology and thecontinuous improvement of monitoring terminal performance, mobile video surveillance systemhas gradually become the hot spots and the mainstream of the field of security. In addition, thestreaming media technology was developed constantly. The real-time stream media transmissionhas been widely adopted and become one of the key technologies of video surveillance systems.Thus, because the varied and instability of wireless network in mobile video surveillance system,the proble of real-time stream media transmission control is even more prominent.Therefore, thestudy of stream media transmission control in mobile video surveillance system will be of greatsignificance.This paper aims to design stream media transmission control methods and mobile videosurveillance system client software. The stream transmission control methods are primarilydesigned to improve the quality of stream services, the client software is primarily designed toplay video of surveillance system.This starts from the mobile video surveillance system and its related technologies, whichprovides an important framework and theoretical basis for research and design. By real-timestream media transmission protocol RTP/RTCP and its transmission function, this designachieved the purpose of real-time monitoring with UDP transport. Meanwhile, according to thefeedback of network transmission and the analysis of Network parameters, it can calculate thenetwork latency and packet loss rate. And it can also determine the status the current network. Finally, the stream media transmission control algorithm was been put forward. The mobilevideo surveillance system client was designed by ActiveX control in B/S. In addition, the streammedia packets were passed through each filter by push mode which was described in DirectShowtechnology. The design of the client interface can play the stream media video by the technologyof MFC dialog.The test results show that the design of mobile video surveillance system could meet theneeds of users, and stream media transmission control algorithm can improve the quality ofstream media services. It will be value in application.
