Electronic government (E-government),which is based on the internet and under its technical standards, is designed to provide information services and processing systems for the government agencies,enterprises and the public.The construction of E-government is a strategic and basic project for the informatiztion construction for CPC and the government organs at all levels. Its implementation will have a profound impact on shifting management functions of CPC and government organs, or on changing in working methods, or on improving work style, or on establishing an efficient, coordinated and standardized working mechanism, or also on improving the management and service levels. In recent years, the E-government construction of our country has made significant progress, but because of our late start in this work, and the lack of a unified security plan, there exist big security risks in the e-government systems. With the level-protection systems implemented overall china for these years, how to implement safe and effective e-government systems combined with the Classified protection systems, is becoming the key point of the research in construction of e-government systems.In this thesis, the author tried to make some specific studies on the information system security construction of e-government under the methods of theoretical analysis and positive analysis:1. To summarize the history of e-government in China and the major security issues that e-government faces.2. To make a study on the characteristics of network architecture of e-government.Make an analysize on the network security risk of e-government and proposed the corresponding solutions.3. To make a detailed analysis on class division for the hot issues of hierarchy protection, propose a method of class division, and analyze the process of the implementation of classified protection in e-government affairs.4. Taking the project of building the safety system of e-government affairs of a certain county in Zhejiang province for an example, and based on the rule of classified protection, analyze the security risk, and propose security solutions. This thesis seeks to integrate theory with practice during the research and application of the e-government security systems. The design of e-government system security program in this thesis is applicable for the prefecture-level or lower citys, and it has some theoretical significance and relatively high practical value.
