In this paper, the problem to be solved by Japan Telecom’s3G network in the IP and ATM, the existence of mobile users in the communications network from ATM to IP mobile networks and vice versa, the transfer mode of the two networks and transport protocol is not compatible, The issue of communication interruption occurred. How to achieve inter-network communication channel soft handoff (Soft HandOver) is the objective of exploring the topic. MGCS system based on software architecture, design and function for H.O. module division, and detailed communication control module, signaling the control module and control module scenes scenario design and implementation in order to gradually resolve the entire function of the realization of the key issues.
