Today, competition of acquiring talents is getting increasingly fierce, what a company facing now is the competition from global market, and also, elimination is getting increasingly fierce under the increasing market competition.The key of company competition is the competition of company management,. A company, who has the advantage of management and talent, will survive. How to manage those employees with the help of information technique? How to effectively avoid risks of labor? How to reduce the labor cost, and how to build a high efficiency team? Those questions become extremely concerned by those executives in company.Under the platform of "Human Resource information management of China Unicom, this paper discuses the process of realizing a internetizatized, programmed and standard HR business. This system is based on "1core,2functions,3systems,4layers" theory, mainly using UFIDA information platform as development tool, and realizing the information management of salary, training, labor information and other functional blocks by using mass of key technologies,such as the technology of.NET, WEB Services,3Layers Application, Database, Working Flow, Single Sign-on and etc. Taking the sub-system of HR assessment in China Unicom for example, from functional design and hardware configuration, to functional realization, this paper studies the whole process of eHR. And also deeply analyses and estimated the effect of using this system in future.
