Network IP-based transport network of CMCC evolution toward flat for the target network, revolutionary changes in network architecture determines the network maintenance, network planning, technology updates, how to make full use of existing transport resources, under the premise of a comprehensive to carry out packet transmission network planning, construction and maintenance issues facing the move to become Qingyuan. The main purpose of this paper is to solve the packet transmission network in the process of building face, including how to achieve from a synchronous digital network to a packet transport network a smooth transition, and the packet transmission network planning principles and network packet transport network resource allocation problem.This paper studies the basic principle of packet transport network, study of CMCC guidance combined with the actual situation in Qingyuan, Qingyuan packet transmission test network construction, through the establishment of test scenarios, packet transport network system performance and function, service capacity, QOS function, network operation and maintenance (OAM) ability, survival function, interface function and management function, to verify the packet transmission network quality and performance indicators, and realizes synchronous digital network and the packet transmission network docking. According to the test result and analysis, combined with the packet transport network operation, fully considering the practical situation of Qingyuan, sums up the digital synchronization network and the packet transmission network connecting the guiding principle, principle of packet transport network, packet transmission network resources division principle, principle of packet transport network equipment configuration, for the future of packet transport network planning and network maintenance has great guiding significance, and these guiding principles applied to the future of Qingyuan three year rolling plan.
