Keyword search methods alleviate the problem by retrieving documents that contain words specified by users. The retrieved documents are likely to contain relevant information because of the presence of words of interest. However, keyword search suffers from a number of issues. Ambiguous keywords, which have more than one possible meaning, often result in the retrieval of irrelevant documents. Alternatively, relevant documents may contain terms different from, but similar in meaning to, specified keywords. These documents will be missed in the retrieval process, in recent years ontologies have become a topic of interest in computer science Web documents are classified based on similarities determined by the ontology, which expresses the meaning structure of the Web documents’terminology information and vocabulary in a hierarchical manner. Identifying and comparing the meaning content and relationship of each document can perform document classification more accurately and efficiently The principal application area for ontologies in computer science today is in the application of semantic technology to number of application areas this semantic technology has been developed as part of the W3C semantic web. The world of semantic web is progressing slowly but constantly. Ontologies, needs to be focused and new techniques are required to be developed relating to it. As a result the alignments produced are not as close or not as good as they should be. Traditional techniques use multiple strategies and combine the results by assigning fixed weights to each strategy, while in actual the ontologies are semantic in nature so the weights should also be assigned according to their semantics. We propose the concept of conditional information quantity which modifies formulas for computing similarity and set the weights according to the semantic contexts of strategies.To achieve an understanding of requirements for ontology-based services, high-level needs of different users groups were identified by describing use case scenarios of users concerned in ontology development and utilization.Developing such category-based search-engines could be also established by using traditional database technologies, but the bean of using ontologies comes from the vocabulary standards such as RDFS and OWL published by W3C, thus making it easier to build generic tools and methods for information processing. Once methods for ontology are created, it does not matter if the instances populating the ontology are changed the reasoned for the ontology is still viable. A literature review was carried out covering the support of state-of-the-art ontology library systems, and ontology interfaces for these tasks, In order to truly reap the bents of the Semantic Web, there must be adequate tools for writing Web applications that aggregate, view, and edit the widely varying data the Semantic Web makes available since any ontology provides a precise specification of the concepts and their relations of a domain, Although ontologies require much human-intensive work when creating them, once produced they can enhance applications in several ways, providing common vocabularies for facilitating enterprise information integration, and enabling intelligent agent applications to work with different services in dynamic web environment.Finally, the proposed services were evaluated by implementing a prototype system, which all should be considered individually when developing ontology services. Ontologies and terminologies are a critical component of many knowledge-intensive systems. In recent years, we have seen a considerable growth both in the tools that support the development of ontologies collaboration. Understanding the role of ontology technologies like knowledge representation, automated reasoning, dynamic classification and consistence checking in these fields is very important to leverage the development of such disciplines. Ontologies are formal descriptions of shared knowledge in a domain. An ontology can be used as a specification of an information system because it specifies the knowledge that is required for the tasks the information system has to perform. Information retrieval tools is mainly based on keyword matching or content categories to find, very little intelligence for further processing. Therefore, feedback to the user information is simple, simply cannot meet the user’s search request. Ontology is the conceptualization of the exact description. Using ontology to retrieve the description of resources, can greatly improve the efficiency and accuracy of retrieval. Therefore, ontology-based information retrieval system becomes a research focus. Exist in the traditional limitations of information retrieval is proposed as the core ontology of intelligent retrieval model based on semantic concepts.
