In software requirements engineering, users are direct stakeholders. How to deal with massive demand information and get the most accurate requirements is the most urgent problem. Based on a large number of literatures, the author has made a deep comparison and analysis on existing Software requirements acquisition method, adopted a new definition of requirement items-meta-requirement, designed an obtaining process and applied it to practical project, which verified its’ practicability and effectiveness.Firstly, the paper proposed the meta-requirement model, explained the necessity of requirement elicitation in software project, degined the definition of meta-requirement and its’essential factors. The meta-requirement has five characters:accuracy, completeness, traceability, measurability, verifiability. Each of them has been described in detail, and a whole flow of meta-requirement elicitation.Secondly, the paper explained how to using an advanced clustering method for processing raw requirement infomation, which are obtained by introducing a raw requirement info collection model, and finnaly output a requirement tree. By researching on the branches, scenario and child scenario can be got. Considering its’definition and characters, the meta-requirement can be elicitated under the minimum Scenario, called Meta-Scenario.Finally, at the end of the paper is case study. This paper applied the advanced clustering meta-requirement elicitate method to a practical project:an electronic business service platform for tickets. From raw info collection and pre-processing, to cluster and thus output meta-requirements, the whole flow has been demonstrated. The result has proved the feasibily and effectiveness of this method.
