The Unified Modelling Language has been widely adopted as a standard language for modeling the design of software systems.lt unified the best features of different existing object-oriented languages and supported the whole development process from requrirement analysis to system realization.Use case is a technique in UML for capturing the functional requirements, which describes the interactions between external actors and the system under consideration by simple graphical notation and natural language. Use case not only provide a contract between the development organization and the end users, but also directly affected other phases of the software life cycle until the success of the software development. However,in the object-oriented software development process based on UML,Use case is often misused, either too big or short of structured specification. In addition,The existing case tool based on UML dosen't support the process of constructing the standard use case, only providing the drawing and documention of use case model. In this paper,we introduce and design the UML-Based Requirement Elicitation Tool to make up above deficiency. We present a new use case construction framework to improve the quality attribution of use case.also,We provide friendly user interface to capture and manage the system requirement, supporting the generation of structured use case.
