The system based on the e-government information service platform of PingwuTucheng Tibetan Township. It analyzed the e-government development at home andabroad, as well as ethnic minority areas. It explained the significance and role of theestablishment of the platform. In turn, leads to the research of this subject.Waterfall model of design is mainly used in this system. The development cycle ofthis system is divided to six basic part: planning, requirement analysis, software design,programming, software testing, operation and maintenance.During the planning phase, the advantages and disadvantages of waterfall modelhave been mainly analyzed, and the mainly work for each stage also have been analyzed.Then, the architecture of the software is discussed. The C/S model and B/S model areanalyzed and compared. According to the analysis, the B/S model is adopted for thedesign of this system.During the requirements analysis phase, firstly, feasibility analysis of technical,economic, legal and other aspects is accomplished to ensure that the system can bedeveloped successfully. Secondly, all the needs of users are summarized. Thirdly, therequirements for the hardware and software of this system are summarized which basedon all above.In the system design stage, the user requirements and analysis of the functionalmodule have been achieved according to the demand analysis of the obtained results.Then the system interface and system security and other aspects were designed. Whendesigning the system interface, these aspects have been accounted such as: usability,normative, rationality, beauty and harmony of the design. In system security, the userpermissions settings, dual authentication, data encryption and database backup, recoverymechanisms are considered. In the design of database, according to the common stepsof design, database needs analysis, database design and conceptual structure logicaldatabase design and other related work were all done respectively.In the stage of programming achievements, each module is programmed individually. In these modules, first-page interface module, article display module,information dissemination module and database security module are illustrated by themethod of schematic+program+explains.During the software testing phase, firstly, the testing strategy for this system isexpounded. Secondly, the function, performance and user interface have been tested.Finally, no error has been found in this system.
